The cover places two figures at an ornate music stand. On the left, a monk in gray robes blows hard into a brass horn, his eyes wide with grievance. On the right, a jester in orange and feathers plays a flute with half-closed eyes and the composure of someone who has gotten away with something. The sheet music names its performers: “They’re After Me” — Grover Cleveland on the left; “Razzle Dazzle / Oh how sly I am” on the right. The caption delivers its verdict: Much noise, but mighty little of that much-advertised Democratic Harmony.

The costuming does specific work. The monk is not merely pious — he is aggrieved, self-righteous, convinced of persecution. Cleveland had spent much of his presidency projecting exactly this quality: a man of principle besieged by lesser men. The jester carries the opposite charge. Where the monk is burdened, the jester is weightless, his satisfaction entirely self-referential. He is not playing for the audience. He is playing for himself.

What Gillam notices is that the two figures are not really in conflict. They share a stand and a page of music without producing anything that sounds like agreement. The saint’s grievance and the sinner’s self-congratulation coexist without friction — which is precisely the problem. A party capable of genuine harmony would at least be arguing. These two are simply making noise in parallel, each absorbed in his own performance, the gap between them wide enough to drive a party through.

The spread inside the same issue moves from farce to something heavier. A Union general in a white cape extends a sword labeled Fair Elections Bill across a cannon marked Republican Principles toward figures gathered beneath a Democrats Fort flag — men in civilian dress and Confederate-inflected uniform, waiting to receive it. On the Republican side, the figures are named. Their posture is not triumphant. They are handing something over.

The Fair Elections Bill — passed by the House in 1890, killed in the Senate in early 1891 — would have placed federal oversight over Southern elections and protected Black voters from exclusion and intimidation. It died not through outright defeat but through procedural maneuvering, as Republican senators chose other priorities over its passage. Victor Gillam named this plainly: unconditional surrender, Republican Copperheads selling out to the old Southern Brigadiers.

Taken together, the two images describe a single political moment with uncomfortable efficiency. One party performs unity it does not possess. The other surrenders the principle it claimed to defend. What falls between the two panels — what the noise covers and the surrender abandons — is the vote.

Bernhard drew the cover; Victor drew the spread. The division of labor was its own kind of argument.

Jacques Nam, La Baïonnette, 1916

The page is divided into two registers. In the upper panel, a dog lies beside a reclining woman on what appears to be a domestic lawn. The arrangement is relaxed. Nothing is demanded of either figure.

The lower panel presents the same dog. The setting has shifted. The animal now stands in an outdoor space that reads as neither private nor enclosed. Its posture is alert. The caption identifies the transformation directly: Avant, je gardais la catin de Ninette. À présent, je veille sur l’honneur de la France (“Before, I guarded Ninette’s little basket. Now, I watch over the honor of France”).

No ceremony marks the change. The dog has not changed; its function has been reclassified. What once constituted a relationship — between an animal and a household — has been absorbed into a larger account.

The humor depends on the gap between the two scales being treated as equivalent. Wartime ideology required precisely this: that the redirection of ordinary life toward collective ends appear not as loss but as elevation.

A bulldog stands in a domestic interior, decorated. The medals are identifiable: citations, aerial victories, the Croix d’Honneur. They hang from the animal’s chest with the weight of official recognition.

A woman reclines nearby, reading. A cat occupies the arm of her chair. Neither figure acknowledges the dog.

The caption addresses the aviator directly: 3 citations, 4 taubes, la croix d’honneur — il ne me reste plus que votre cœur à atteindre (“Three citations, four German aircraft, the Croix d’Honneur — all that remains is to reach your heart”).

The decorations have been awarded. The campaign to the home front continues. The two projects are presented as parallel, the second no more certain of success than the first. What the state could confer, it has. What it could not compel remains elsewhere, seated, occupied with other things.

A circle of animals faces inward — dog, cat, monkey, duck, frog, mouse, crow. At the center stands the magpie, beak sewn shut. It is not absent. It is the exhibit.

The caption names what is happening. Le Chœur des Animaux — Vous avez vu la pie? C’était le seul moyen de la faire taire (“The Animal Chorus — Did you see the magpie? It was the only way to silence it”).

The assembled animals are not gathered around a void. They have arranged themselves around a demonstration. The silencing is not incidental to the image; it is its subject. The others watch, some with visible satisfaction, as the solution is displayed.

The border of the image is composed entirely of crows — black, static, arranged in pairs along all four edges. They observe from outside the circle. The muzzling is visible to everyone.

La Baïonnette was distributed to soldiers at the front. Wartime censorship in France was extensive; the press was subject to military review from the war’s opening weeks. A satirical magazine publishing a cartoon in which a muzzled magpie is presented to an approving audience was not describing an abstraction. The procedure was familiar. What Nam added was the chorus — the collective witnessing of it, and the suggestion that the audience found it satisfying.

Grant E. Hamilton, Judge, 1891

Late-nineteenth-century American satire often presented itself as a challenge to power. Grant E. Hamilton’s work instead records how power behaves when left to itself.

In this Judge illustration, the U.S. Senate is compressed into a single oversized chair. Legislators crowd its seat and arms, clutching labeled papers as others slide off or collapse at its base. No deliberation is visible. What the image tracks is not debate, but access—who remains close to the chair and who does not.

The chair dominates the scene. Effort is expended on maintaining position rather than producing action. The institution appears complete, yet inactive.

Hamilton offers no external threat and no clear victor. The struggle remains internal, confined to the seat of authority itself. The cartoon observes a legislature occupied with itself, its energy absorbed by proximity to power rather than its use.

Hamilton returns to this theme in his treatment of ballot reform. Reform appears already in motion, vaulting the Capitol while political figures trail behind, grasping and off balance. Authority is not directing the leap; it is reacting to it.

The cartoon does not depict reform being debated or enacted. It shows it escaping—moving faster than the institutions meant to manage it, leaving officials suspended in pursuit rather than control.

A third image sharpens the pattern. An editor sits buried beneath speeches, clippings, and official statements, each labeled and awaiting judgment. The caption is key: the problem is not silence, but surplus. There is simply too much to process, too much rhetoric to meaningfully answer. Even Cleveland, positioned as an onlooker, remarks on how governance proceeds through accumulation rather than decision.

Taken together, the images describe a shared condition. Institutions crowd themselves with people, paperwork, and procedure, while direction thins. Power remains present, but its energy is consumed internally.

Hamilton’s satire treats this not as sudden failure, but as gradual congestion—one postponement layered onto the next—until the weight of inaction shifts outward, and the cost is borne by everyone beyond the walls of power.

Cami’s Charlot is uneasy and exaggerated, a character built from quick strokes and tilted expressions. The cover shows him glancing sideways beneath a heavy bowler hat, looking both apprehensive and mischievous at the same time. Inside, Charlot moves through scenes that unsettle any distinction between comedy and crisis. Officers argue over impossible calculations, nautical routines collapse into contradictory commands, and every exchange pushes the familiar Tramp figure into unfamiliar terrain.

The humor is light, but it is also pointed, using its form to critique a world trying to keep its footing. Several of the interior drawings sharpen this effect, placing Charlot in situations where physical comedy and wartime tension overlap in unsettling ways.

One of the striking images in the issue is a self-caricature labeled “Cami par Cami,” an authorial presence looking out from the page with a mixture of severity and theatrical poise. It anchors the number in Cami’s broader style, which often paired exaggerated silhouettes with dialogue that veers rapidly from earnestness to absurdity. That tension creates a wartime humor concerned not with evasion but with making sense of a difficult moment while living through the consequences of corrupt decisions.

The 1917 Charlot issue is a glimpse into how satire adapts when laughter is both necessary and fragile. It shows how a global comic figure could be recast to meet the demands of a specific moment, and how humor and satirical illustration can be used to mock authoritarian swagger and wartime pomp.

It’s worth remembering that Puck spoke directly to immigrant readers, especially the huge German-American community that shaped New York political culture at the time. Many issues—including this one—circulated in both English and German. The magazine was built by immigrants, for immigrants, using satire to decode a nation still arguing about itself.

This double-spread has become the banner image for The Anti-Fascist Gift Shop because it captures exactly what these artists understood: satire isn’t entertainment—it’s a record of what power looks like when everyone’s trying to get in the frame.

Keppler stages the country as a noisy, unruly pageant. On the right, political figures and Tammany Hall types claw at each other in a heap of masks and symbols. Above them, owls and vultures watch with the same resignation many readers must have felt. On the left stands a different America: new arrivals, laborers, rural families, reformers—people often written out of political imagery, yet central in Puck’s actual readership. In the middle, Puck plants a banner declaring: “What fools these mortals be!” The joke lands because it’s universal, but the vantage point—sharp, skeptical, cosmopolitan—belongs unmistakably to the immigrant imagination.

This is the first in a small run of recovered pieces—more glimpses into America’s earlier political imagination are on the way.

Here, readers encounter forgotten French and American cartoons, wartime absurdities, bureaucratic nightmares, and the visual languages artists developed when the stakes were high. Some French works include a brief English caption, set in early-twentieth-century typography, added only to preserve the original satire without altering the artwork itself.

Curated by an Oxford-trained historian, the project treats these images as archival sources, preserving their original context and voice. The focus is not only on what these images meant when they first appeared, but on what they continue to reveal—and why they return whenever democratic institutions come under pressure.

Nothing here is manufactured or artificially generated. Every illustration originates as a physical object, carefully sourced and preserved. The aim is simple: to honor the artists, safeguard their work, and allow their warnings to speak clearly again.
